The Ministre de la Santé et des Services sociaux and the representatives of your federation agreed to Amendment 97 of the Framework Agreement.

Amendment 97 includes the changes requested by the Institut de la pertinence des actes médicaux (IPAM) in the different sections of the Agreement.

Most of these changes were already presented to you in recent months in the following newsletters: No. 293 (January 26, 2021), No. 316 (February 15, 2021) and No. 011 (April 8, 2021). Here are the additions and adjustments that have not yet been announced.

 

Different Remuneration – Appendix 19 – Professional Development

The RAMQ mentioned in Newsletter No. 316, dated February 15, 2021, that professional development time (rule 3) in Appendix 19 will be reduced from 40 half-days to 30 half-days per year of application, retroactive to January 1, 2021. In paragraph 4 of rule 3.1, the maximum number of half-days of professional development that can be used in advance has been reduced to 15;

Rule 3.6 has been changed so that:

  • You can accrue a maximum of 120 professional development half-days,
  • You can use a maximum of 30 professional development half-days per year. Because the applicable year runs from May 1st to April 30th, the number of half-days allowed will be 37 from May 1, 2021 to April 30, 2022, if you worked on a regular basis between May 1, 2020 and April 30, 2021. The number of half-days allowed will then drop to 30 starting on May 1, 2022.

These provisions will be effective retroactive to January 1, 2021.

 

Mixed Remuneration (Appendix 38) – Anesthesiology

The specific terms of the anesthesiology model in Brochure No. 5 have been changed.

Section 1:

The first sentence of article 2.2 in section 1 has been changed. From now on, one day of activity refers to a 7-hour period of activities in a single day, between 7 a.m. and 3 p.m. and no longer between 8 a.m. and 3 p.m.

 

Billing instructions:

Changes to request only if:

Your activities took place between 7 a.m. and 8 a.m. and this work period now allows you to accrue a period of activities comprising at least 3.5 hours within the same day, you have 120 days from the date of this newsletter to edit your requests by informing your advisor.

Section 2:

Article 3.1 of Section 2 has been changed:

  • In paragraph 2, from now on, the fee premium will apply starting at 7 a.m. rather than 8 a.m. for all medical services;
  • In paragraph 3, the reference to “between 7 a.m. and 8 a.m.” was removed following the change to paragraph 2.

 

Section 3:

Paragraphs 4 and 5 of Article 4.1 of Section 3 have been changed:

  • As mentioned in Newsletter No. 316 dated February 15, 2021, the fee premium provided for in rule 12 of Addendum 8 no longer applies between 7 a.m. and 8 a.m.
  • Fees for follow-up visits are no longer payable between 3 p.m. and 7 a.m., instead of between 3 p.m. and 8 a.m.

These provisions are effective retroactively to February 1, 2021.

 

Billing instructions:

If you performed follow-up visits between 7 a.m. and 8 a.m., you have 120 days from the date of this newsletter to bill your services retroactively. If you already billed your follow-up visits during this period, you do not need to take any action. We will reevaluate the services in question.

 

Reminder – Pediatrics – Follow-up visits (09152)

To complement the changes announced in Newsletters No. 331, dated February 26, 2021 and No. 011 dated April 8, 2021, paragraph 5 of article 5.2 has been changed.

For paediatricians, follow-up visits for inpatients (billing code 09152) includes the recording of a medical note justifying the clinical reassessment of the patient and describing what was done. This provision is effective retroactively to April 1, 2021.

 

Reminder – Psychiatry

Codes that have been discontinued: 15564, 15571, 15584, 15595, 15684, 15689, 15691, 15692, 15693 and 15764.

This provision is effective retroactively to March 1, 2021.

 

Reminder – Diagnostic Radiology

Codes that have been discontinued: 8125, 8126, 08125 and 08126.

These provisions are effective retroactively to January 18, 2021.

 

Reminder – Endocrinology

In application rule no. 33, the reference to Teaching the technique for measuring capillary blood glucose has been deleted, in connection with the discontinuation of billing code 09313.

This provision is effective retroactively to May 1, 2021.

 

Reminder – Continuing Education – Appendix 44

Complementarily to the change related to professional development time announced in Newsletter No. 316 of February 15, 2021, article 3.2 of Appendix 44 has been changed. The maximum number of professional development half-days that can be used in advance per calendar year is now 8.

 

This provision is effective retroactively to January 1, 2021.
